Board Meeting Minutes
July 20, 2026
The Eddyville-Blakesburg-Fremont Community School District Board of Directors met at the District Offices in Eddyville on Monday, July 20, 2026, at 6:00 p.m. for a regular board meeting. Visitors in attendance: Ann Ohms and others who did not sign in.
Call to Order: President Judy called the meeting to order at 6:00 p.m. Roll call: Ed Glenn – present; Eric Klyn – present; Brianne Batterson – present; Micah Van Mersbergen – present; Kyle Teach – present; Tyrone Lobberecht – present; Tom Judy – present. Quorum established.
Public Forum: No one spoke.
Correspondence: None.
Approve Agenda: Van Mersbergen moved, and Batterson seconded, to approve the agenda. Motion carried unanimously.
Reports & Presentations: Superintendent Scott Williamson and Director of Special Services Cathy Williamson presented their reports to the board. Other report submitted, but not read, was from the Jr/Sr High Principal.
Consent Items: Glenn moved, and Van Mersbergen seconded, to approve consent items 6a to 6c(vi): minutes from June 16, 2026; minutes from June 24, 2026; account balances as of June 30, 2026; July bills list; and review of the following board policies: 414 – Substance Free Policy; 415 – Drug & Alcohol Testing Program; 416 – Employee Conduct & Appearance; 417 – Employee Resignation; and 418 – Employee Suspension and second reading of revised board policy 813 – Disposition of Equipment. Motion carried unanimously. Van Mersbergen moved, and Lobberecht seconded, to approve the first reading of new board policy 531B – Disruptive Behavior. Motion carried unanimously.
Personnel: Glenn moved, and Batterson seconded, to approve the hires of Cindy Howard, Cook at Eddyville Elementary; Jessica Snowbarger, Lead Cook at Eddyville Elementary; Loretta Upah, Cook at Eddyville Elementary; Ashleigh Sammons, Cook at Jr/Sr High; Hannah Sturn, MH Intern; Polly Davis, MH Intern Supervisor; Cheryl Talbert, Part-Time Certified Librarian and Chad Robinson, night custodian at the Jr/St High. Motion carried unanimously. Van Mersbergen moved, and Glenn seconded, to accept the resignation of Sherry Mattson, School Business Official, effective December 31, 2026. Motion carried unanimously.
Action Items:
- Teach moved, and Klyn seconded, to approve the Teach to Heal Access Agreement for 2026-2027, MFA Oil Propane Contract for 2026-2027, and the 4+ Transitional Service Contract for 2026-27 with IHCC. Motion carried unanimously.
- Glenn moved, and Van Mersbergen seconded to untable the bread bid from the June 16th board meeting. Motion carried unanimously. Van Mersbergen moved and Batterson seconded to accept the bread bid from Martin Brothers. Motion carried unanimously.
- Glenn moved, and Lobberecht seconded to deny the open enrollment request for a 6th grader into Eddyville Elementary because of insufficient classroom space. Motion carried unanimously. Glenn moved, and Batterson seconded to deny the open enrollment request for a 10th grader into the Jr/Sr High because of insufficient classroom space. Motion carried unanimously.
- Van Mersbergen moved, and Glenn seconded, to approve the 2026-2027 Classified Staff Handbook changes and 2026-2027 Certified Staff Handbook changes. Motion carried unanimously.
Discussion Items: Superintendent Williamson gave an update on the status of some capital project: carpeting and snow/ice guards have been installed at the Eddyville Elementary, sidewalk and bleacher instillation is complete at the Jr/Sr High, and concrete has been poured in the commons area of Fremont Elementary. Wrestling room expansion will begin first part of August. The next regular board meeting is Monday, August 17, at 6:00 p.m. at the Board Office in Eddyville. Superintendent Williamson reported that the district had been approached by the Donovan Group regarding potential marketing services. The State reimbursement amounts for the 2026–2027 school year were just released, and we will use this information to determine lunch and breakfast rates. Due to the recent legislative changes, the administrators are still working on student handbooks, the student handbooks will be brought to the August 17 board meeting for review and approval. Superintendent Williamson provided the board with an update on discussions that have taken place during the Focus Group meetings and their plan to give suggestions to board for cost saving measures. The board also reviewed open enrollment applications. Current open positions include a School Business Official, an elementary music teacher, a para educator at Eddyville Elementary and substitutes for all positions.
Adjournment: Batterson moved, and Glenn seconded, to adjourn the board meeting. Meeting adjourned at 7:22 p.m.
